Proper induction of civilians and effective manning of the PAF establishment has paramount importance. It contributes to achieve optimum utilization of civilian manpower by keeping the right man on the right job. This could only be done by selecting qualified persons in each cadre, for which different recruitment rules have been framed by the PAF with the approval of Govt of Pakistan.
There are two types of civilians working in the PAF. Those working in Air HQs are called higher formation civilians and others in Bases/Units are called lower formation civilians.
Promotion of PAF civilians is carried out on seniority-cum-fitness basis and subject to availability of vacancies and recommendation of Departmental Promotion Committee. Guidelines of Ministry of Defence and rules contained in Establishment Code are followed while conducting Departmental Promotion Committee Meetings. Those who are found fit for promotion in all respects, are promoted to next higher grades and deemed on probation for a stipulated period of time. After clearing probation satisfactorily, the incumbents are absorbed on regular basis.
Military Pension excludes disability pension,family pension, compassionate allowance and children allowance but includes anticipatory pension. In case of Commissioned Officers, however, commutation, and permanent disability pension is also permitted within the limits subject to medical conditions.Pakistan Air Force offers handsome pension on retirement. The amount of pension will depend upon the length of service and rank / pay scale on retirement. Pension will be granted after the qualifying service for all the cadres.
PAF personnel also avail certain benefits under certain rules and regulations. These are as follows:- Free medical treatment. Free air lift to certain specified locations on availability of service aircraft.
